Background
After serving as a state attorney in matters relating to public utilities for Iowa’s Commerce Commission, Vice President Cavanaugh held a series of senior management positions in Iowa’s State Government, including Deputy Commissioner of the Iowa Department of Human Services, Director of the Iowa Beer and Liquor Control Department, and Director of the Iowa Department of Commerce. Also, from 1986 to 1990, he was Director of Iowa’s Department of Management and served as Governor Terry Branstad’s Budget Director and Chief Financial Officer. In November 1990, he was named Vice President for Business and Finance at Drake University, where he served until joining Pacific in 1997.

Key Areas of Responsibility
As Pacific’s Chief Business Officer, Vice President Cavanaugh directs and coordinates the administrative and financial functions of the University, including treasury management, accounting and purchasing, physical plant and support services, human resources and payroll, budget and risk management, internal audit, enterprise business assessment and reporting, campus planning, and facility projects’ financing, design and construction.
