President's Report on Three-City Administration

In late August, President Eibeck convened University leaders to envision how to offer integrated and efficient administrative services as we grow into a true three-city university. The group identified key areas as critical to this vision.

President's Retreat on Three-city administration

President Eibeck's vision of a three-city university will require the seamless integration of the three campuses over the next two to five years. This priority represents an expansion in who we serve, our mission, and our culture. While the university may expand beyond three cities in the distant future, for the short term we will focus on the development of programs in Sacramento and San Francisco, and the integration of those campuses with the Stockton campus.

In an effort to clarify the Three-Cities vision and to identify the administrative initiatives that will be needed to successfully implement these degree programs, the President sponsored a Three-Cities retreat at the San Francisco campus on August 14, 2014. Representatives from constituency groups across the university participated in the one-day retreat, which was led by Larry Goldstein, a well-known consultant in higher education.

Summary on thoughts about the vision
Participants at the retreat envisioned a university with three integrated campuses that offer relevant, rigorous academic programs appropriate to each geographical context. The environment at each location is envisioned to be well-supported with seamless administrative, academic and student support services and standardized yet flexible technology across the university. The group further envisioned strong support for pedagogical development and faculty research, and a vibrant relationship between the institution and each local community.

Based on several consensus-building exercises, the following areas of focus were suggested in order to successfully implement this priority:

1. Teaching and Learning — Develop distributed teaching and learning capacity to deliver courses in multiple modalities

Activities in progress: 

  • Revitalize CTL, focusing on a greater use of instructional technology
  • Generate buy-in from faculty for distributed learning
  • Provide pedagogical support for curricular redesign

2. New Programs — Expand programmatic offerings on all campuses.  

Activities in progress:

  • Implementation of Au.D. in Audiology, Certificate in Music Therapy, MS in Analytics in San Francisco
  • Finalize planning for the Physicians Assistant, MBA, and in Sacramento
  • Implement the BSMIS in Music Industry in Stockton

Long-Term Action:

  • Develop a portfolio of new program development through the academic planning process

3. Decision-making process on key operational issues

Activities in progress:

  • Develop a template for operations issues for new programs

Long-Term Action:

  • Develop university-wide policy on space allocation and utilization
  • Streamline administrative business processes and tools, and establish consistency across all areas.

4. One-stop Student Services — Provide easy access to all student service operations across the three campuses

Short-Term Action:

  • Develop a robust virtual one-stop student service center as a supplement to the current face-to-face support service

5. Technology — Provide technology tools and supports seamlessly across the three campuses

Activities in progress:

  • Develop a project prioritization process
  • Develop a technology acquisition process
  • Implement Phase I of the Technology Roadmap

Long-Term Action:

  • Implement Phase II of the Technology Roadmap

6. Marketing — Develop the brand and messaging for a revitalized marketing campaign

Activities in progress:

  • Define each city's uniqueness
  • Develop messaging around that uniqueness
  • Develop a marketing campaign

7. Controlling for immaterial risk

Activities in Action:

  • Develop risk control management practices

Long Term Action:

  • Streamline HR approval processes
