All academic administrative units will be evaluated as part of the effort to increase effectiveness and efficiency and focus more closely on what will best serve student success. An academic administrative unit is defined as a School/College administrative unit, center, institute, Dean's office, non-exempt clinic and other areas as identified by the Deans. Academic Administrative units are labeled in the Program List.
Academic Administrative Review Reports
Each academic administrative unit's faculty/staff will prepare a brief report that addresses its effectiveness and efficiency and alignment with Pacific 2020. Reports will be evidence-based through narrative as well as data.
Reports will be based on explicit criteria. All Academic Administrative Reviews will include the following common criteria:
- Criterion 1: Relevance to Institutional Mission/Vision and Alignment with Pacific 2020
- Criterion 2: Continuous Improvement and Program Outcomes
- Criterion 3: Costs Associated with the Program
- Criterion 4: Opportunity Analysis
The Provost will work with the Deans throughout the process. Institutional Research will provide data as available (budget, FTE) and is will consult with units on how they might proceed to obtain other data elements.
Academic Administrative Efficiency Recommendations
Academic Administrative reports will be submitted to the unit Dean's Office, and the Dean will then submit to the Provost. In consultation with Deans and PAC+, the Provost will review the reports and make preliminary recommendations. The possible actions include:
Each unit's report will be made available to the University community. The Provost's recommended actions for the unit and a brief rationale for those actions will be discussed with the division in an open town hall.
The Provost will take the feedback from the town halls into account, finalize her recommendations, and then summarize all recommended actions in a single report that will be forwarded to a holistic review committee. This committee be composed of members of the President's Advisory Council (PAC) -- a representative body that advises the President on matters of importance to the University community -- along with selected student, faculty and staff members. For academic administrative unit reviews, PAC will become "PAC+": two students will be selected to join the committee by ASUOP, two additional faculty members will be selected by Academic Council, and two additional staff members will be selected by Staff Advisory Council.
The role of PAC+ is to look holistically at the reallocation recommendations across the academic division for overlaps and conflicts. Once PAC+ has completed this examination, they will offer feedback on the Provost's recommendations to the President. If the PAC+ recommendation is different from that of the Provost, a brief explanation for the rationale will be included when both recommendations are sent to the President. After soliciting University feedback, the President will then make her decision for each unit based on the input from the Deans, Provost, the PAC+ holistic review, and the University community.
