Chair Gilbertson convened the meeting.

Announcements: The next meeting will be at the Taylor Conference Room on Tuesday, August 31, 3:00 – 5:00 PM. Tuesdays will then be our regular meeting day.

Minutes of the July 16th meeting were distributed and approved without correction.

Reports: Provost Gilbertson opened the meeting by distributing a draft memo to Academic Council re: proposed changes in IPC membership. The first change proposed appointing the Athletic Director to IPC for a trial membership of two years. A question was raised regarding the need for stating the direction at the outcome of the trial period.

It was recommended that the following statement be added to the first proposal: "The President will conduct a review prior to the end of the two years."

The second proposal updated the wording of membership to align with University changes regarding staff classifications. No changes were recommended for the second proposal.

The Provost then asked for any needed discussion on the IPC retreat scheduled for Saturday, August 28,1999. All members stated their understanding of their role in the retreat.

Continuing Issues:

Dental School Planning and Budgeting -

Dean Art Dugoni provided a slide show presentation to accompany the written report on the Dental School. Both the budget information and the plans for the Molinari Pavilion were provided.

After reviewing the current revenues and expenditures of the Dental School, Dugoni presented the budget projections for the next three years. The rapid turnover of faculty was expressed as a major concern. It is believed to be in large part due to the opportunities for private practices and the salaries those practices can command. Additionally, the high (outrageous) cost of living in the bay area makes it difficult to afford housing on a faculty salary alone. Plans are being discussed for various shared teaching/practice models. In acknowledging this concern, it was also noted that the 5% increase in salary projections over the next three years might not be enough.

Dugoni then took questions. Dugoni clarified that: the proposed housing additions to the school are for students; 80% of the students are from California; UoP gets the largest amount of WICHE (Western Interstate Commission for Higher Education) dollars for the state of California; neither of the two other California private schools, and few other schools nationally, pay their own institutional support; and currently the UoP Dental School provides care for 130 patients a year.

Cost Allocation Model –

Cavanaugh then provided a report on the comparison with other Independent Colleges/Universities of current operating expenses. Total operating income, net tuition and required fees, instructional services, academic support allocation, and student services allocation were all compared for both the 1997 and 1998 year.

The meeting ended with Dean Dugoni’s tour of the Dental School. Please note, no teeth cleanings were provided for IPC members at this meeting.
