Minutes for February 8, 2001
The Committee met in the Taylor Conference Room from noon until 2:00 p.m. The Provost convened, chaired, and adjourned the meeting.

The Minutes of the meeting held on February 1, 2001 were approved with minor corrections.
Unrestricted funds budget and proposed balanced budget, provided by Cavanaugh, was reviewed. The following questions were raised for Cavanaugh to address at the next meeting:
- It was noted that some of the budget items (e.g. Academic Support EXPENSE) had a lower base budget for FY02 than the Current Outlook for FY01.
- Under PHYSICAL PLANT FY02 adjustments there is $100K for New Facilities Open and $100K for Utility Costs. What is included in the New Facilities Open item? Was there an adjustment for old facilities not being used any more?
- Under SALARY ADJUSTMENTS, Annualize FY01 Increases - please provide further description of this item.
Lynn King will provide data regarding scholarships for athletics to show the last scholarships provided to athletics were budget neutral. With this supporting material IPC may support further support, requiring monitoring to ensure it remains budget neutral. This means that the AUXILLIARIES item needs to also appear in Revenue column.
It was proposed to pay for the network up front out of the Operational Reserve rather than setting up a multi-year lease plan. This could mean a substantial savings to the university.
There were many corrections/adjustments to the proposed budget.
The Provost noted that it should be made clear to the university community that the costs of the Sun Ray project is in line with the original President's memo of July, 2000. The extra expenses being incurred at this time are the result of the decision to complete the network campus wide.
It was decided to include only Tier 2 items in the Budget Recommendations memo to the University Community from IPC. Tier 3 and 4 items will not appear in the memo.
