Minutes: Minutes for the April 12, 2011 meeting were approved.

Update on Budget Modeling Task Force: Chair of the Budget Task Force, Dean Oppenheimer presented the Alternative Budget Allocation Models to IPC. What they have discovered is that the University uses 4 different budget models, two of which are Incremental and RCM. Oppenheimer mentioned that the University is looking for a way to diversify its income base, provide incentives and hold people and units accountable.

After discussing the tension points and budget pressures, Oppenheimer explained the Cost Allocation Model (CAM) which, for academic programs only, looks at how units are doing such as how much revenue they bring in, their expenditures, and their net contribution to the university and from that information, reasoning for challenges can be determined. He requested sometime in December, having a joint meeting of both the Budget Task Force Committee and IPC.

FY12 Budget: President Eibeck announced that the Regents passed the FY12 Budget and that they were very impressed by the IPC.

FY13-14 Planning & Budget Letter preview: Brodnick asked the committee if they had any questions or suggestions they'd like to make regarding the letter. Eibeck made suggestions to the Revenue Assumptions portion of the document as well as the Resource Allocation.

Brodnick mentioned that there are two things that need to be done before the letter goes out.
1. Make necessary revisions to the budget letter template.
2. Develop the basic criteria that will be used to evaluate proposals as they come forward.

Brodnick announced that the IPC will continue to meet on the 2nd and 4th Tuesday of each month starting in August, but the time will be moved to 3:00-5:00pm.
