Minutes:  Minutes of January 12, 2010 were approved as distributed.

Law School Plan & Budget:  Murta reviewed the Law School Plan and Budget for FY 2011.  Challenges include maintaining or increasing the credentials of entering students due to a decline in the number of applications; unrestricted revenue projections must be collected prior to actual spending; maintain a modest tuition increase to remain mid-way among independent ABA accredited law schools in California; strategic use of Contract Indirect Revenue.  Murta explained the recommended budget expenditures in seven of the twenty Strategic Directions; mandated and strategic budget enhancements; the comparisons of unrestricted funds budget for FY09 and FY10 approved budgets, to revise budget/current outlook/FY11 preliminary budget; and the proposed spending of the FY11 projected surplus budget.

Gilbertson indicated that there is University support for this proposal and for additional financial aid expenditures to increase the academic profile.    

Budget Recommendations:  Parra distributed the IPC Unrestricted Budget Recommendations for FY 2011 and the IPC ranking in priority order for one-time funding requests totaling $1,730,548.  Committee discussed at length tuition increases and various student fees which is still in discussion with the President and has not been determined at this point. 

Concern was expressed about a proposed 33% increase in auto parking rates to assist in expenses for parking lot security improvements on the Stockton Campus as well as encourage ride-sharing.  Gilbertson clarified that IPC has not endorsed this increase.  Discussion ensued on the expense and monitoring of surveillance cameras on campus. 

No action was taken at this time until additional clarification is determined by the Budget Office on the calculation of the unrestricted budget recommendations for FY 2011.
