Minutes: Minutes of the October 17th meeting were reviewed, addressed two corrections and approved.

Standing Reports:

Debt Policy Ratio Analysis

Cavanaugh presented a report showing the three primary ratios used to analyze and project the University's debt capacities. A primary assumption is the maintenance of a bond rating no less than "A". The report suggests that a debt capacity of between $30-60 million would exist in the next two years.

Fall Enrollment

Brodnick discussed the Fast Facts reports for 2006 and 2005. University enrollment was higher and may be at an all time high. Also presented were distributions by ethnicity and gender, persistence and retention, and admissions. A second report, Strategic Enrollment Targets, was distributed. This version is the model that is currently in operation -- changes to reflect goals of the Pacific Rising planning process are pending. The current model is a "no growth" model with enrollments relatively stable through 2015.

The inherent balance of new students, specifically freshman and transfers, was discussed. Gilbertson suggested the freshman/transfer split is based on two major factors: 1) strength of the class's academic profile, SAT's and GPA and 2) access - twice as many Latino transfers than Freshman.

Pacific Rising - Draft 6

Gilbertson reviewed the major revisions that occurred since Draft 5 with specific reactions given by the Board and Cabinet; for example, that there were too many goals. Cabinet conducted a "Goal Reduction" exercise that resulted in the elimination of goals there were less timely or that had less strategic impact. Brodnick removed the commitment numbering in the document and goals were bulleted under the 20 numbered strategies with a focus on streamlining the document. There are still 6 committments with now 20 strategic directions and 61 specific goals. These goals will be more fluid and routinely updated over time.

The committee noted several specific edits and comments. Discussion regarding the ordering of the six commitments ensued. Specifically, if #1 should remain at the beginning or be moved to the end. It was noted that the order may be different in final documents for different audiences. Also, some strategic direction statements have considerable overlap with goals and that some remain vague. This should be addressed in the next draft. Gilbertson proposed possibly reducing the 61 to 50 goals and requested that committee members perform individuals edits, either electronically or on paper, and return to Brodnick no later than Tuesday November 7.

Pacific Rising was shared with ASUOP on Monday, October 30th. Students appreciated the informative meeting that had occurred. The topic and meaning of shared governance was discussed and the committee recommended that the corresponding section be editing to read "in our community".

Next meeting: November 14, 2006, 2-4 p.m. Brodnick also noted that a meeting will be held on November 21, 2-4pm that was not previously on the year's schedule.
