University to welcome new General Counsel

Kevin A. Mills, a California attorney with 15 years of concentrated experience in higher education law, will join University of Pacific as its first General Counsel beginning Jan. 5.

Mills will be charged with identifying and mitigating potential legal issues before they escalate, handling routine legal matters internally without the need for outside counsel, selecting and managing outside counsel, and providing general counsel and advice to the President and other University leaders. It is expected that once the office is fully established he will also manage interns from McGeorge School of Law.

The establishment of a General Counsel's Office is aligned with best practices at private universities, benchmarked as part of the Focusing on Our Future review of administrative functions. This position will provide dedicated legal counsel concentrating on the needs of the University community and is expected to reduce overall legal costs over time.

"Kevin brings remarkable experience in a broad range of private higher education matters," said President Pamela A. Eibeck. "We look forward to having him join the Pacific family."

Mills comes to Pacific from his private law practice in Alameda, which focuses on the law of higher education and nonprofit operations.

"I am excited by the prospect of collaborating with Pacific's leaders and its legal team on serving students and realizing the University's vision," Mills said. Mills's legal experience in higher education includes providing strategic guidance on compliance and governance; advising directors of human resources and student life on such issues as policy development, accommodations, discipline and NCAA policy; coordinating outside counsel; negotiating contracts; and working with local, state and federal authorities. As a litigator, he has represented colleges and universities in a broad variety of civil and commercial disputes.

He received his B.A. from UC San Diego and his J.D. from University of Michigan School of Law. He began his career at Cooley Godward Castro Huddleston & Tatum in San Francisco (now Cooley LLP), moving on to become managing shareholder in the firm of Burgess, Mills & Ring, also in San Francisco. At Lozano Smith in Walnut Creek, he chaired the firm's Higher Education Practice Group. At SV Employment Law Firm in San Mateo, he continued to advise nonprofit colleges and universities on state and federal regulatory compliance, litigated employment matters, supervised workplace investigations, and consulted on WASC compliance and procedure.

Mills is an active participant with the National Association of College and University Attorneys and serves on the organization's Strategic Planning Committee.

Mills will report directly to the President and will serve on the President's Cabinet.
