Specific Requirements
Admission to the doctoral program is a holistic decision that takes into consideration all the factors of each applicant's background and experience. Specific requirements include:
- A cumulative GPA of 3.0 or better for the last 60 units of college or post-baccalaureate work
- A relevant master's degree from an accredited university
- Evidence of qualities and character in keeping with the philosophy and standards of the University of the Pacific and the Benerd School of Education.
How To Apply
Completed online application, which includes:
- Official transcripts from all colleges and universities attended
- A personal statement of 500 - 750 words that responds to the following questions:
- How do you define Transformative Action?
- What personal and professional experiences have shaped this definition?
- Who do you consider to be a model of transformative leadership? In what ways have they embodied transformative action?
- A research & praxis statement of 500 - 1000 words describing the following:
- What do you consider to be a problem or topic of interest in education policy and/or praxis?
- Indicate the significant impact of this problem/ topic of interest.
- Discuss the potential underlying causes for or contributing factors to this problem/topic of interest.
- Explain the ways in which this problem/topic of interest aligns with your intended area of research and/or praxis.
- A current resume that includes experience (work, community, volunteer), honors, awards, publications, training, research, teaching, etc. relevant to your program of interest.
- Three letters of recommendation
- Departmental Interview

Admissions Deadlines
Applicants are encouraged to submit all application materials prior to the priority deadline of January 1st. Priority applicants will receive notification of acceptance during the first week of February 2026. Applications for general admission should be submitted by June 15th to be considered for the incoming Fall cohort.
