The University of the Pacific Privacy Program is part of the Office of  Compliance and is committed to preserving the privacy of university information and the privacy rights of those individuals and organizations whose information the University collects, creates, transmits or maintains.

We are dedicated to preventing unauthorized access and disclosure of such information, as well as ensuring it's integrity and availability. We work to raise awareness of the value of privacy and provide guidance and best practices to the University community.

The University of the Pacific has determined that it is a Hybrid Entity pursuant to the Health Insurance Portability and Accountability Act of 1996 (“HIPAA”) and the Health Information Technology for Economic and Clinical Health Act of 2009 (the “HITECH Act”). This Hybrid Entity statement specifically addresses the requirements of 45 C.F.R. §§ 164.103 and 164.105.

The University of the Pacific has assessed and continues to review its clinics, departments and programs to identify it’s health care components using the following criteria;

  1. A department or program that would meet the definition of a covered entity if it were a separate legal entity.
  2. A department or program that performs covered functions or transactions under HIPAA.
  3. A department or program that performs activities that would make it a business associate if it were a separate legal entity.

The University Health Care Components List details the clinics, programs and departments that have been designated Health Care Components.

The following components of the University of the Pacific are designated Health Care Components:

  • The School of Dentistry
  • The School of Pharmacy and Health Sciences
  • The Department of Psychology’s Behavioral Assessments and Intervention Services
  • Counseling and Psychological Services to the extent that treatment services are provided to non-students.
  • The University’s Self-Funded Health Plans

The following to the extent they provide Business Associates services to Health Care Components:
