Jasmin Asher

Jasmin Asher serves as the assistant program manager for the Transformational Change Partnership (TCP) at the University of the Pacific McGeorge School of Law. In this role, she manages program operations, fiscal oversight, and strategic coordination to support counties and cross-sector teams in implementing state initiatives through human-centered design and outcome-focused system transformation. Jasmin oversees multimillion-dollar budgets, multiple grants, and partner collaborations that advance equity, efficiency, and innovation across public systems. Asher applies expertise in program management, fiscal analysis, and cross-sector coordination to strengthen the connection between policy design and on-the-ground implementation across California’s public systems.
