For benefit-eligible employees: Reimbursement for over-the-counter, at-home COVID-19 tests

As part of ongoing efforts to expand access to free COVID-19 testing, the Biden-Harris administration is requiring insurance companies and group health plans to cover the cost of over the counter, at-home COVID-19 tests as of January 15 through a network of convenient options for the member.   

Pacific EPO and Pacific QHDHP using WellDyne Pharmacy Benefits 

  • Up to 8 over-the-counter tests per member per month will be covered at no cost to the member. However, there is no limit to at-home tests with a prescription. 
  • Members can submit for reimbursement for over-the-counter tests purchased online or in-person. Reimbursement is limited to the lesser of $12 per test or the actual price. 

What is the process for reimbursement from WellDyne?  

The standard reimbursement process will apply for at-home tests. Proof of purchase (receipt) is required, but a prescription receipt is only necessary if a member is requesting reimbursement for more than 8 tests per month. The WellDyne reimbursement claim form is available on the Human Resources benefits page in Pulse (Pacific login required).   


Kaiser DHMO and Kaiser QHDHP Members 

Kaiser Permanente to cover cost of COVID-19 rapid antigen home tests 

Kaiser Permanente will now reimburse members for FDA-approved rapid antigen home tests. Members can submit a reimbursement claim for tests purchased on or after January 15, 2022.  

Currently, there is a nationwide shortage of rapid antigen home tests. Kaiser Permanente, like other health care organizations, has access to a very limited supply of tests. They are working to get tests and make them available to members through a number of outlets, including mail-order. They will share details directly with members as they become available.  


How to get FDA-approved rapid antigen home tests 

  • Starting January 19, members can request free rapid antigen home tests, without shipping fees, from the federal government at covidtests.gov
  • Rapid antigen home tests are also available at local drugstores or online.
  • In the coming days, as supply of tests increases, Kaiser will make more rapid antigen home tests available to members. Visit kp.org for the most up-to-date information on supply, testing, and vaccinations.
