About Us

The Center for Business and Policy Research (CBPR) was founded in 2004 as the Business Forecasting Center. Since Dr. Jeffrey Michael became Director of the Business Forecasting Center in 2008, the Center has expanded its topical scope, staff, and expertise beyond economic forecasting, and the Center was renamed in 2015 to better reflect its work. Although forecasting is no longer in the Center's name, CBPR continues to publish the California and Metro Business Forecast and it remains a core part of its work. 

Jeffrey Michael - Executive Director

Dr. Jeffrey Michael is Director of the Center for Business and Policy Research at the University of the Pacific in Stockton, CA.

Jeff's areas of expertise include regional economic forecasting and environmental economics including work on the economic impacts of the Endangered Species Act, climate change, and regulation on land use, property values, and employment growth. His research has received numerous grants and has been published in scholarly journals such as the Journal of Law and Economics, Energy Policy, and Ecological Economics. He makes frequent presentations to regional business and government audiences and is cited over a hundred times per year in the local and national press including the Wall Street Journal, New York Times Magazine, Los Angeles Times, San Francisco Chronicle, NBC, NPR, and PBS.

Before coming to Pacific in 2008, he spent nine years as faculty, Associate Dean, and Director of the Center for Applied Business and Economic Research at Towson University in Maryland. Jeff received his Ph.D. from North Carolina State University, M.S. from the University of Maine, and B.A. from Hamilton College.

Thomas Pogue - Associate Director

Thomas E. Pogue is an Associate Director of the Center for Business and Policy Research. Thomas received his B.A. and M.A. in Economics from the University of Nevada, Reno and his Ph.D. in the Economics of Technological Change from Maastricht University in the Netherlands. Prior to joining the Business Forecasting Center, he worked at several research institutes including the South African Council for Scientific and Industrial Research, Tshwane University's Institute for Economic Research on Innovation, the University of Cape Town's Development Policy Research Unit, and the University of Nevada's Center for Economic Development.

Neriah Howard - Research Intern

Neriah Howard is currently a Business Administration major, double concentrating in Management and Human Resources and Management Information Systems. She has been a resident of Stockton since the age of 5. Working with the Center has allowed Neriah to gain and learn the skills required to be successful in the business world. Neriah is very involved on campus; activities include being a member of the Tiger Dance Team, a sister of Delta Gamma Fraternity, and a Student Advisor.

Harmen Kaur - Research Intern

Harmen Kaur is majoring in Business Administration with a concentration in accounting and minoring in Economics. Working in the Center for Business and Policy Research, Harmen hopes to learn more about the economy in the area and in general, as well as gain experience in the field. She is currently a member of Robb Garden Club on campus. In her spare time, Harmen enjoys spending time with her friends, gardening, and working out.

Andrew March - Graduate Research Intern

Andrew March is currently a graduate student at McGeorge School of Law studying to complete a Masters in Public Policy with a concentration in water and natural resource policy. He is a 2014 graduate of UC Irvine with a double major in Criminology, Law & Society and Psychology & Social Behavior. Upon completion of his undergraduate degree, Andrew worked for a member of Congress where he worked extensively on water, agriculture, and natural resources policy. Andrew is a native of Yuba City, CA and currently, lives in Midtown Sacramento with his dog Nika.

Jazmin Marroquin - Graduate Research Intern

Jazmin Marroquin is a first-year graduate student obtaining her Master in Public Policy at University of the Pacific’s McGeorge School of Law. Jazmin is from Bakersfield, CA and she received her bachelor's degree from the University of California, Merced in political science in 2017. Jazmin is excited for the work she will be doing with the center and looks forward to learning about new topics. She enjoys reading, going to concerts, and exploring new places with her friends and family.

Javier Mexicano - Research Intern

Javier Mexicano is currently majoring in Applied Mathematics with a minor in Economics. He is from Stockton and has lived there since he was 7 years old. Javier hopes to use the opportunity to work as an intern for the Center for Business and Policy research to gain experience of how to solve economic questions and different way to approach them to get a clear picture of economics at works and how to better the economy while balancing fairness and results. Outside of CBPR, Javier spends his time playing video games and soccer, but he also researches stocks and bonds to learn about investments. He eventually hopes to join the Student Investment Fund (SIF) to further his knowledge about financial markets and their relation to the economy.

Kevan Rolfness - Graduate Research Intern

Kevan Rolfness is currently working on a Masters in Public Policy at the University of the Pacific, McGeorge School of Law. He graduated from UC Berkeley with a B.A. in Political Science in 2012. Kevan calls the little desert town of Ridgecrest, California home. While at McGeorge, he hopes to improve his research and analytical skills. In his free time, he enjoys running, biking, and being sad about Cal football.

Quinn Thomas - Research Intern

Quinn Thomas is currently a Business Administration major with a concentration in Accounting, as well as enrolled in the five-year program expecting to receive her Masters in Accounting when she graduates. By working in the Center for Business and Policy Research, Quinn has been able to gain knowledge of the surrounding economic and business environment as well as continuing to expand her skills of researching and data collection. Besides working for the Forecast Center, Quinn is involved in her sorority Kappa Alpha Theta, where she spends most of her free-time. During her last year at Pacific, Quinn is looking forward to enjoying her time on Pacific’s beautiful campus while simultaneously preparing to enter into her career.
